MinGW Package Download/Installation Failed

I’m trying to download the MinGW64 toolchain so I can add the simulator for the unit tests as described at the link below. When I try to download it, I keep getting an error showing “Unexpected download size: 963, expected 72221488”. I pasted the exception details below. How can I download and install this properly?

This looks like your firewall/proxy server is preventing VisualGDB from downloading the toolchain installer. Please consider adding VisualGDB to exception list, or simply downloading it manually here.
