No connection … target machine actively refused it

    Everything has been working fine for quite a while but recently I’ve gotten the error “:51384: No connection could be made because the target machine actively refused it” (seethe attached screen snip) when trying to download an app to a STM32F413 discovery board.  I’ve tried building just the simplest VisualGDB blinky template and get the same error.  I used to use std-link V2.1 but got an error saying it had been deprecated so I tried V3.0 and got the same error.  I’m not sure how this might be related but for completeness this problem only started after I installed a new SSD in my PC and cloned the OS to it.

    Any suggestions will be greatly appreciated. Thanks
