Arduino folder not detected by ide

I have installed Arduino ide  in portable modes downloaded all packages .Teste all project with esp32 and stm32 all work fine in Arduino ide but tools ar not detected in  vs2012 i am using visualgdb trial version 5.5 and i am offline to detect Arduino ide but viusalGdb not dtecting Arduino folder at all is it possible  to install Arduino ide and viusalgdb in offline mode

Sorry, as the Arduino workflow relies on frequently downloading numerous support packages and libraries, and also resolving dependencies between them, it will not be very usable without a reliable Internet connection anyway, hence we do not support this scenario.
