upgrading 2.3 -> 2.4

To upgrade to 2.3 to 2.4 is it as simple as shutting down VS, uninstalling the old and installing the new version?

Also, in order to use new Project Folder support, will this only work on new projects, or can I open a 2.3-built project with 2.4, create project folders, move files into them and it will just work?

Updating is even easier, you don’t need to uninstall the previous version. Just run the new installer and it will update your files.
Project folder support will be enabled automatically for all projects, both old and new.
